Principal AudienceThis guidance note provides direction on the content and level of detail expected to be included in relation to each of the major aspects of a safety case submission (Facility Description, SMS description, FSA description) such that it complies with the contents requirements of MoSOF. This guidance is intended for those with responsibility for safety at the facility, and specifically to those developing the safety case.
Core Concepts
  • The safety case must contain sufficient information and provide enough evidence to show that the control measures reduce risk to ALARP, and that the SMS is comprehensive and integrated for all aspects of the adopted control measures
  • Only by inclusion of sufficient information will the safety authority be able to make a judgement on the appropriateness of the safety case in accordance with the regulations
Consultation ProcessThis guidance note was posted as a draft discussion document for consultation. Comments were invited from industry and other interested stakeholders. This guidance note was then subject to stakeholder workshops to address any outstanding areas of difficulty. Following the workshop, NOPSA has incorporated agreed changes and updated the guidance note. The finalised guidance note has been published on the NOPSA website.
