| Principal Audience | This guidance cuts across several legislative boundaries and is to be developed jointly with industry and other involved stakeholders. This guidance note concerns the requirement for operators of offshore facilities to involve the workforce in activities that the operator conducts to comply with the MoSOF Regulations. The guidance will be of use to those with responsibility for compliance with these Regulations. |
| Core Concepts |
- The operator must provide information, instruction and training to the workforce in relation to MAE’s, control measures emergency response and the SMS so as to enable people to carry out their work safely. This includes access to the safety case and related documents.
- The operator and the workforce both have a duty of care in relation to health and safety
- Involving the workforce requires the free-flow of information and views from the workforce to the operator and vice versa
- The involvement of the workforce should promote greater levels of knowledge, open communication, commitment to safety improvements, and a culture of safety.
- The processes by which the Workforce, HSRs, and relevant third-parties are consulted and involved in preparation or revision of the safety case must be demonstrated to the satisfaction of NOPSA. This aspect does not need to be included in the safety case but it does need to be demonstrated to the safety authorities’ satisfaction before the safety case can be accepted.
