Guidance Note TitleEmergency Planning
Principal AudienceThis guidance note cuts across several legislative boundaries and is to be developed jointly with industry and other involved stakeholders. This document provides guidance on the preparation, implementation and testing of emergency plans for offshore facilities. The guidance will be of use to those with responsibility for emergency planning at offshore facilities, and to those developing the facility safety case.
Core Concepts
  • The operator must prepare an emergency plan in relation to the effects of a major accident event at the facility. A description of this plan is to be included in the safety case.
  • The contents of the emergency plan must be communicated to all persons who have a role within the plan. Comprehension and understanding of the plan by these persons should be checked.
  • The plan must be tested, reviewed and updated.
  • The plan should be well structured, specific to the facility and its hazards, linked to safety assessments and the safety case, integrated within the SMS and linked to higher level plans.
